Step 1
In a heatproof bowl, combine the chocolate, butter, and sugar. Set the bowl over a pot of simmering water and stir until everything is melted and smooth.

Remove from heat, then add the flour, cocoa powder, and baking powder. Mix well, then pour in the hot milk and vanilla extract. Give it another good stir until everything is combined.

Grease or line a baking tin, then pour in the batter. Bake at 180°C (350°F) for about 30 minutes, or until a toothpick comes out clean.

While the brownies are baking, whip the cream in a bowl for about 5 minutes until it starts to thicken. Add the powdered sugar and continue whisking until you get medium peaks.
